Meeting minutes are a summary of what was discussed during a meeting. They cover the questions asked by the board members, how each member voted, and any comments made by attendees.

The President can discuss important topics with the Board. This report may cover health topics, any concerns the Board should discuss, and/or remind Board members to finish their assigned tasks.

The director’s report provides the Health Service Board with updates on current department projects and programs. The report may share healthcare news. The report will announce new staff at SFHSS.

The finance report gives updates on the department budget. The report tracks the monthly spending in the three accounts we manage. The department must have an auditor review how it uses money in the budgets. The report will list any reviews and when they are complete.

Retirees will have the Blue Shield of California MAPD PPO plan starting January 1, 2025. This presentation explains how SFHSS and Blue Shield of California will help members switch to the new plan.

The report shares what SFHSS achieved in the previous year.

Each year, the Board reviews its performance. Board members can look at how the Board worked over the past year and suggest ways to improve. Before giving the evaluation, the board can edit or add to it.

Each year the Board reviews all the education and training from the last year. There is a report on how many hours Commissioners studied on their own and what training they completed. The Board also makes a plan for more education the next year.

Each year, we have something called the Rates and Benefits Cycle. In this process, SFHSS looks at our health plans and decides if any changes are needed, including how much they cost. This helps SFHSS set goals and figure out what we need to do to stick to the SFHSS Mission. The process happens in meetings that everyone can attend, from February to June each year. The calendar shows when all the presentations about health plan rates will be.

Every time a person goes to the doctor or gets a prescription from their doctor, there is a bill that gets sent to the insurance company called a claim. This presentation is about all the medical and prescription drug claims for the people who had Kaiser health insurance in 2024. There is information about what benefits employees used. Most of the details are about employees currently working and those who retired early. There is some information for retired employees. All of this data will be used to make decisions about 2026 Kaiser plan costs.

Each year dental benefits costs for retirees can change. This report shares the cost for next year.

An insurance premium is the amount you pay for an insurance policy. Each year, SFHSS calculates how much the insurance premium will be. There is a reserve fund to spread out any extra money or not enough money from insurance premiums. This helps employers and members so the cost doesn’t change too much each year. This presentation gives ideas on how much money to use for the stabilization fund for the 2026 plan rates.

The Health Service Board has seven people. The City Controller nominates one person. The Health Service Board has to vote and approve the person to join the Board.

The Board is responsible for hiring the Executive Director of the department. The hiring subcommittee will recommend a final person for the job. The full Board will discuss and decide who the person will be for the job.

Persons unable to attend the meeting may submit written public comments regarding an agenda item. These comments will be made part of the official public record and shall be brought to the attention of the Health Service Board. Written public comments expected to be part of the official record should be submitted to the Board email, health.service.board@sfgov.org, and received by 5 p.m. on Wednesday, April 9, 2025, before the meeting. Members can also call 628-652-4646 with any questions.

All comments received by the deadline will be forwarded to Board members, and the Board Secretary will note on the record during the specific agenda item that the Board received written public comment on that item and will include that note in the meeting minutes. In the body of your email, indicate the meeting date and the particular agenda item number. If you do not specify an agenda item, your emailed public comment will be read under general comment.
