Executive Director
San Francisco Health Service System

As Executive Director of the San Francisco Health Service System (SFHSS), Rey Guillen steers SFHSS towards its mission of providing high quality, sustainable, and affordable health benefits for the employees, retirees, and their dependents of the City and County of San Francisco, San Francisco Unified School District, City College of San Francisco, and the Superior Court of San Francisco. Guillen is passionate about improving health outcomes for the more than 123,000 covered lives under SFHSS. He is committed to implementing the policy decisions of the Health Service Board and continuously improving the experience for all SFHSS members. 

Guillen brings more than three decades of experience in Employee Benefits administration and Human Resources management. His first government job was working as an Eligibility Worker for the County of San Bernardino, eventually finding his niche in the fields of human resources and employee benefits administration, where he provided service to several California municipalities, from the City of Palo Alto to the County of Santa Barbara. He started with SFHSS in 2022 as its Chief Operating Officer, where he led the team through the pandemic recovery and restored in-person support for SFHSS members.

As the son of two public servants, Guillen experienced the excellent healthcare of his parents’ school district benefits. His father was a public-school administrator, and his mother was a school librarian. He proudly followed in their footsteps by dedicating his entire career to public service. 

He knows firsthand the importance of protecting the quality health benefits that public servants and their families count on. Guillen, his wife, and now-grown children have relied on the great employee benefits packages of the cities and counties where he worked.

These days, Guillen can be found doting on his two granddaughters, Kennedy and Averie, at the California Academy of Science in hopes they will pursue a career in STEM.

Rin Coleridge

Chief Operating and Experience Officer
San Francisco Health Service System

Rin (Marina) Coleridge is the Chief Operating and Experience Officer (COXO) at the San Francisco Health Service System (SFHSS). As the COXO, Rin is charged with modernizing operations by developing and implementing a comprehensive customer experience strategy through innovation and systemic process improvement.

Rin joined the SFHSS in 2013 as the Enterprise Systems and Analytics Manager and HIPAA Privacy and Security Officer. During Rin’s tenure, Rin implemented a system solution to administer the 2008 Proposition B in 2013, the SFHSS Salesforce Cloud in 2015, and a content management system that digitized all member records in 2016. Rin also developed, piloted, and launched SFHSS’ first online enrollment system known as eBenefits, which created as a new way for members to make their enrollment elections. Under Rin’s leadership, SFHSS improved their ability to support members by making it easier to access their records and identify issues to resolve.

As a proven leader with a history of bringing innovative solutions to the forefront, while ensuring SFHSS remains compliant through a vast array of changing regulations, Rin was promoted in 2021 to Director of Enterprise Systems and Analytics.

Prior to joining SFHSS, Rin was the Senior Manager for Reporting and Analytics at Kaiser Permanente where Rin led the translation of business requirements into technical rules and development for the National Revenue Cycle data mart.

Rin is a global citizen who loves to meet new people and experience different cultures.  Rin has a passion for learning about history, languages, art, architecture, and technology.  In Rin’s spare time, you can find Rin at a Golden State Valkyries or Bay Football Club game, or volunteering with the Auxiliary Communication Service.
