As Executive Director of the San Francisco Health Service System (SFHSS), Rey Guillen steers SFHSS towards its mission of providing high quality, sustainable, and affordable health benefits for the employees, retirees, and their dependents of the City and County of San Francisco, San Francisco Unified School District, City College of San Francisco, and the Superior Court of San Francisco. Guillen is passionate about improving health outcomes for the more than 123,000 covered lives under SFHSS. He is committed to implementing the policy decisions of the Health Service Board and continuously improving the experience for all SFHSS members. 

Guillen brings more than three decades of experience in Employee Benefits administration and Human Resources management. His first government job was working as an Eligibility Worker for the County of San Bernardino, eventually finding his niche in the fields of human resources and employee benefits administration, where he provided service to several California municipalities, from the City of Palo Alto to the County of Santa Barbara. He started with SFHSS in 2022 as its Chief Operating Officer, where he led the team through the pandemic recovery and restored in-person support for SFHSS members.

As the son of two public servants, Guillen experienced the excellent healthcare of his parents’ school district benefits. His father was a public-school administrator, and his mother was a school librarian. He proudly followed in their footsteps by dedicating his entire career to public service. 

He knows firsthand the importance of protecting the quality health benefits that public servants and their families count on. Guillen, his wife, and now-grown children have relied on the great employee benefits packages of the cities and counties where he worked.

These days, Guillen can be found doting on his two granddaughters, Kennedy and Averie, at the California Academy of Science in hopes they will pursue a career in STEM.

Chief Financial and Affordability Officer

Iftikhar Hussain is the Chief Financial and Affordability Officer (CFAO) for the San Francisco Health Service System (SFHSS). He is entrusted with reducing costs and improving value for more than 123,000 covered lives. With more than $1.2 billion of premium payments under his charge, he partners with three major health plans to create high-quality and affordable plans for both the commercial and senior population.

As an innovative leader with a track record in the full continuum of care, including hospitals, physician practices, clinics, mental health, and home health services, Hussain has achieved financial and strategic goals in complex matrix structures at Sutter Health and Common Spirit. With a relentless drive to demonstrate shared organizational goals net greater impact, Hussain engaged physician leaders in growth and affordability initiatives and partnered with health plans to deliver high-quality, affordable care.

Hussain brings over 30 years of experience in finance leadership roles in Northern California health systems. Prior to joining SFHSS, he was the Chief Financial Officer (CFO) at El Camino Health and Sutter Health of Mills Peninsula Health Services before that. He is known for driving top-line growth, improving efficiency, and securing funding for capital projects.

A graduate of the University of California, Berkeley (UC Berkeley), Hussain believes in being a constant student. He completed the Leadership San Francisco program in 2023 and the UC Berkeley Executive Education program on Artificial Intelligence: Business Strategies and Applications in 2024.
