Member Appeal
An appeal is when you ask for a decision to be reviewed and reconsidered. If members think there was a mistake in handling their or their family’s eligibility for SFHSS health benefits, they can file an appeal for the Board to review. The SFHSS Rules explain how to send an appeal to SFHSS and then the Board. Member appeals are confidential and not open to the public.

The director’s report provides the Health Service Board with updates on current department projects and programs. The report may share healthcare news. The report will announce new staff at SFHSS.

SFHSS Financial Report as of November 30, 2024
The finance report gives updates on the department budget. The report tracks the monthly spending in the three accounts we manage. The department must have an auditor review how it uses money in the budgets. The report will list any reviews and when they are complete.

Resolution Ordering HSB 2025 Election and Materials
The Health Service Board has seven people who make decisions about health benefits. Three people are elected. Elected members work for 5 years. When they are done working on the Board there is an election. There is an information packet with forms to nominate people, a schedule for the election, and details on how the election works.

Rates and Benefits Annual Process and Calendar
Each year, we have something called the Rates and Benefits Cycle. In this process, SFHSS looks at our health plans and decides if any changes are needed, including how much they cost. This helps SFHSS set goals and figure out what we need to do to stick to the SFHSS Mission. The process happens in meetings that everyone can attend, from February to June each year. The calendar shows when all the presentations about health plan rates will be.

Board Education Non-Medicare Health Plan Rate Setting Methodology
The presentation will show how health plan rates are set for SFHSS health plans for the different groups. There are rules on how health plan rates are set for each group- active employees and non-Medicare retirees.

IBNR and Contingency Reserve Amounts as of June 30, 2024
This report estimates how much money is still owed for services done before a certain date but hasn’t been paid yet. It also shows money set aside to cover extra costs if the actual bills are higher than expected.

Retirees will have the Blue Shield of California MAPD Advantage PPO plan starting January 1, 2025. This presentation explains how SFHSS and Blue Shield of California will help members switch to the new plan.

Persons unable to attend the meeting may submit written public comments regarding an agenda item. These comments will be made part of the official public record and shall be brought to the attention of the Health Service Board. Written public comments expected to be part of the official record should be submitted to the Board email, health.service.board@sfgov.org, and received by 5 p.m. on Wednesday, January 8, 2025, before the meeting. Members can also call 628-652-4646 with any questions.
All comments received by the deadline will be forwarded to Board members, and the Board Secretary will note on the record during the specific agenda item that the Board received written public comment on that item and will include that note in the meeting minutes. In the body of your email, indicate the meeting date and the particular agenda item number. If you do not specify an agenda item, your emailed public comment will be read under general comment.
